Anthem Blue Access Overview
Blue Access is the brand name for the preferred provider organization (PPO) plans offered by Anthem Blue Cross Blue Shield, Indiana's largest health insurer.
Our comments on each of the Anthem traditional PPO plans for Indiana residents:
Superior Benefits - Plan 2 & Plan 3
Generous Co-pay Benefits
Anthem's best selling plan for many years, Blue Access Plan 2 provides popular co-pay benefits like those offered through generous employer-sponsored plans:
- $25 office visit co-pay (deductible waived)
- Generic and brand name Rx co-pays (deductible waived)
Other Blue Access Plan 2 highlights:
- Comprehensive major medical coverage
- $5 million lifetime maximum benefit
- Preventive care for adults and children
- Blue Access PPO network
Deductible Options
Anthem Blue Access Plan 2 is available with the following calendar year major medical deductibles for network services:
- $250 individual / $500 family
- $500 individual / $1,000 family
- $1,000 individual / $2,000 family
- $2,500 individual / $5,000 family
Superior Comprehensive Coverage
Choosing between Blue Access Plan 2 and Blue Access Plan 3 can be difficult. These plans are very close in terms of overall cost/benefit value. Both offer superior Blue Cross and Blue Shield benefits, but each has a different strength.
Blue Access Plan 2 offers better office visit coverage, but with Plan 3 you get more favorable limits on out-of-pocket expense for large cost items like hospitalization and surgery. Both plans provide exactly the same prescription drug card coverage.
Anthem Blue Access Plan 3 highlights include:
- Comprehensive major medical coverage
- 100% benefits after satisfaction of deductible
- Generic and brand name Rx co-pays (deductible waived)
- $5 million lifetime maximum benefit
- Preventive care for adults and children
- Blue Access PPO network
Deductible Options
Anthem Blue Access Plan 3 has the following calendar year major medical network deductible choices:
- $2,500 individual / $5,000 family
- $5,000 individual / $10,000 family
- $10,000 individual / $20,000 family
Lower Cost Plan
Anthem's Middle Choice
Anthem originally designed Blue Access Plan 1 to be the lower cost alternative to Plan 2 and to Plan 3. Since then, introduced the Economy Plan (see below) and Value Plan (see below), which provide reduced benefits at a still lower cost.
Blue Access Plan 1 has become the "middle choice" of the Anthem Blue Access Traditional PPO plans for Indiana residents.
Main points to consider with Blue Access Plan 1:
- Competitive price
- Comprehensive major medical coverage
- $5 million lifetime maximum benefit
- Preventive care for adults and children
- Blue Access PPO network
- Generic Rx only (doesn't cover brand name drugs)
Deductible Options
Anthem Blue Access Plan 1 has the following calendar year major medical network deductible choices:
- $500 individual / $1,000 family
- $1,000 individual / $2,000 family
- $2,500 individual / $5,000 family
- $5,000 individual / $10,000 family
Lowest Cost Plans
Limited Co-pay Benefits
With lower deductibles, a limited office visit co-pay benefit (3 visits per year) and a generic prescription co-pay card, Blue Access Economy looks like a budget version of the popular Blue Access Plan 2.
What the Plan DOESN'T COVER
Blue Access Economy is offered at an attractive price, but don't buy it without noting the following exclusions and limitations:
- No coverage for preventive care
- No coverage for mental health / substance abuse
- Generic Rx only (doesn't cover brand name drugs)
- $500 annual maximum benefit for prescriptions
Blue Access Economy highlights include:
- Low price
- Comprehensive major medical benefits -- except for the exclusions and limitations noted above
- $5 million lifetime maximum benefit
- Blue Access PPO network
Deductible Options
The Anthem Blue Access Economy Plan is offered with the following calendar year major medical network deductible options:
- $500 individual / $1,000 family
- $1,000 individual / $2,000 family
- $1,500 individual / $3,000 family
- $2,500 individual / $5,000 family
Solid Comprehensive Health Insurance Value
Though Blue Access Value is Anthem's lowest cost traditional PPO plan, it provides better comprehensive benefits than offered under the Economy Plan (above) -- with coverage for adult preventive care, substance abuse/mental health and brand name drugs. The Value Plan costs less because it's offered at higher deductibles.

- Low price
- Comprehensive major medical coverage
- $5 million lifetime maximum benefit
- Preventive care coverage for adults (but not for children)
- Limited office visit benefits ($30 co-pay limited to 2 visits per person per year)
